Try these changes:
        // Set headers for browser to save instead of displaying
aResponse.setHeader( "application/octet-stream", "content- type" );

        // Set the default save as name and mark as an attachment
String contentDisposition = "attachment;filename=\"" + downloadFilename() + "\""; aResponse.setHeader( contentDisposition, "content- disposition");

Also, IE 6 has trouble with https downloads. The fix for that, which works in combination with "application/octet-stream" is here: http://homepage.mac.com/kelleherk/iblog/C1216817469/E102943740/ index.html

As far as i know, this is handled via the awfull registry.
Check your "file types" and the association to applications.
