The WebObjects (WO) version on OS X Server doesn't include the WO developer tools that are an optional install in the Xcode installer.
Also, the WO deployment utilities, wotaskd and JavaMonitor, are controlled differently. Under OS X Server, these are controlled by launchd based on config files in /System/Library/LaunchDaemons. Under OS X, these are startup items controlled by config files in / System/Library/StartupItems/WebObjects. These distinctions probably won't be important until you are ready to run WO apps under a Web server which you can do under OS X as well. However, the WO development environment supports running WO apps without a Web server during development.
