I am not sure. Likely not, at least not in Apache 1.3. I know that the SSI module can not process the result of a call through CGI.

Are you committed to DevEdit? You may be able to find better editors written in Java/JavaScript. For WYSIWYG test, we have been using TinyMCE, http://tinymce.moxiecode.com. It was very easy to integrate with WO.
