It is no longer a supported development platform. You should be able to use the tools from WebObjects 5.2.4 and the frameworks, apps, and jar files from 5.3. WOLips (http://www.objectstyle.org/confluence/ display/WOL/Home) supports Windows development with Eclipse, though there is not a replacement for EOModeler yet (it is coming, I think).
