hi - we extensively use CSV Manager from Ricebridge:

it's not too expensive and rock solid.
if you write your own it's worth reading the sale pitch on their
website about all the pitfalls of importing CSV files for some
guidance !!

You can use utilities such as this:
http://ostermiller.org/utils/CSV.html
.... and wrap the parser with your own utility classes to do what
you want.

String[][] fieldValuesParsed = CSVParser.parse( csvRecord );
