I think the emphasis was on "Making WO work well with ANT" with Xcode and Eclipse being examples of "popular IDEs". In other words, if they provide an Ant build process for WebObjects, most Java IDEs will be able to build WebObjects projects. Once EOModeler and WOBuilder go away there is precious little reason to continue to use Xcode. Not that there is all that much reason to use it even now...
