Yeah, on my development machine there's an out of date zoneinfo.zip
file inside:
/Library/WebServer/Documents/WebObjects/Java/wojavaclient.jar
Since those instructions specifically mention updating
wojavaclient.jar, I guess they weren't the ones used to create the
5.3.3. patch. :-(

I'm guessing that the wojavaclient.jar served up from your
development instance is up to date. However I'm not at all sure how
that's happened. Could be that the resource manager is locating the
updated version inside JavaFoundation.framework before it goes looks
inside docroot to find the resource? That would explain how it's
able to vend an up to date version.
