If you're talking Mac OS X Server, didn't they change WO to use
LaunchDeamons? You should find the plists in /System/Library/
LaunchDeamons directory.
This change happened in WO 5.3.x so it should have been this way
before, if you had WO 5.3 fully up to date on Tiger.
