You are right and you are not - as you said, it's difficult. Maybe an option in the installer for the dev tools? In a different installer package that can be included in the dev tools installer but also run separately?

What I'd suggest:

Have the necessary lines in httpd.conf included but commented out. At least install the script somewhere in the dev tools section where it can just be copied over. Right now, it's not easy to do all the necessary tasks to get WebServer connect working. That could be made easier.
