Yeah, this is going to be needed anyway - as there's a bug in the mysql jconnector that is effected by this, even if you set the jdbc connection flag to useGmtMillisForDatetimes=true.

The ICU data is a bit more tricky to update, but somebody locally did a binary updater for this.
