Question: can you modify, build and run old XCode projects in 3.1, i.e. for basic code maintenance?

Yes, it works. I've got couple of projects that it would be a big, big waste of time to convert to Eclipse until I absolutely have to. You can't create new WO projects, and you don't have access to WOBuilder or EOModeler. You can always use EntityModeler stand-alone (I don't, though), and convert to editing wo's as text files, which is basically what WOLips has you doing (with a few nice extras, I know).

At the risk of appearing out of touch... what are the features of XCode 3.1, and would there be any compelling reason to switch back from Eclipse?

XCode does not have any undeprecated tools for WebObjects. WebObjects is simply released as part of the developer tools package.
