FWIW, here is what I do ....

* Jars in a WebObjects Framework

* I ignore, and if possible remove, all jars in WebObjects Extensions. If I need a jar I put it in the framework or app always.

In the end it is a matter of preference and whatever feels like it is the easiest or best organized route for yourself (and your team if working on a team)
