The Component Editor in WOLips is an excellent (and really, the ONLY)
replacement, but you will have to get used to some new conventions.
The key pieces that make it and easier transition for recovering
WOBuilder-users are:
1) Bindings View: http://wolips.blogspot.com/2008/03/bindings-view.html
In order to get it, in Eclipse, go to Window -> Show View ->
Other... , then select WOLIps and pick Bindings (Experimental)
2) Click-To-Open:

Using Component Editor and WOLips is a somewhat-big shift from how
WOBuilder/Xcode worked, but it is far more powerful and does useful
things like truly functional code-completion and refactoring.
