It is a problem with your Apache config. I _think_ this is the
offending clause:
<Directory />
Options FollowSymLinks
AllowOverride None
# Order deny,allow
# Deny from all

Or it might be this one:
<Directory "/Library/WebServer/CGI-Executables">
AllowOverride None
Options None
Order allow,deny
Allow from all
</Directory>
Or more conservative:
<Directory />
Options FollowSymLinks
AllowOverride None
Order deny,allow
Deny from all
Allow from localhost # this is the only addition needed
