The Safari Activity view now does refer to the background image, as
does the Eclipse Console and I am getting an exception (leaving the
path at ../Image.gif resulted in the error with the
path ...WebObjects/Image.gif; as expected):

1) what is the exact URL of the CSS file (from activity view)?
2) what is the exact URL of the image file (from activity view)?
and while we're at it:
3) what is the exact URL of your woa in Safari?
