This happens when eclipse uses the JRE instead of the JDK as the default JVM. Check your eclipse preferences

workaround:
Since my apps(and frameworks) are all utf-8, I decided to simply change the .api files of WO (and Wonder) since they are ascii anyway.
that worked, but I would prefer to get the support from the jvm.
