I recently had a this issue and use a different way to include the CSS file:

For WO5.4/10.5:
<style type="text/css" media="screen">
@import url(<webobject name = LinkToCSSFile></webobject>);
</style>

For WO5.3/10.4 this worked:
<link type="text/css" rel="stylesheet" href="<webobjects name=LinkToCSSFile></webobjects>" title="StyleSheet" />

The problem with using this in WO5.4/10.5 was with the '<' and '>'.

In both cases the wod looks like this:
LinkToCSSFile : WOResourceURL {
        filename = "styles.css";
}

(Framework is omitted since "app" is the default.)

Of course this may not work with all tags and you may have to do this in your code. My objective was not to have the name of the css file in my code.
