Unfortunately it does not seem to work in reverse.

I wound up using a hack - creating a temporary SVG file with the right dimensions and then converting it to JPEG via Batik. Actually works pretty good and you can do things like rotation.

Is there a way to enlarge the images or can you only scale down?

In my case I need to first enlarge them and then crop.   The user
has a JS GUI tool where they can manipulate the image in the browser
to set the cropping coordinates, zoom etc...
I've never tried, but I don't know offhand why it would care ...
