Hi Ted
You set the action in the AjaxObserveField component that is watching the 
primary popup. When that popup changes, the AjaxObserveField sees the change 
and fire's its action parameter. You will also need to make sure that the 
dependent popup is wrapped in an AjaxUpdateContainer who's id parameter is also 
targeted by the AjaxObserveField's updateContainerID parameter.
