I never tried that.
When I had to develop through apache, I use the standard properties of
wotaskd and configure an application instance with WOMonitor.
In the host configuration of WOMonitor and apache I use the internal
machine name.
After that I set in Eclipse the WOPort in the WO run configurations.
After starting the debug process I call the Application via a browser
bookmark.
But I never tried this under Windows and WO 5.4, only with 5.2.

Have you restarted Apache and wotaskd? You might try altering
the Apache ServerName:
ServerName localhost:80
Otherwise... I have no idea.
