What Chuck means here is:

   sudo touch /tmp/logWebObjects

You just want to create an (empty) file by that name.  Its presence is what 
triggers the adaptor to log to the file defined by that "WebObjectsLog" 
directive in your apache.conf, that Chuck quotes from above.

Also, I'm pretty sure you need to restart apache *after* creating 
/tmp/logWebObjects.
