Jeff: I _think_ /etc/apache2/extra/ is only there on OS X, not OS X Server. On OS X Server, you configure ssl per site or virtual host. For that reason I've always used Server Admin to set up SSL for web services. You'd find the individual configs for sites in /etc/apache2/sites/.
