Hard to say as I am creating the excel file on the fly then using the apache 
commons to ftp it to the server. The server permissions all look fine. 
It seems as though the file is corrupted as the user has read / write access.

My old system of about six years ago that downloads to the user the file works 
fine. So this has me a bit confused.
