I was referring to the website iCloud.com, which has a viewer for iWork files but no way of viewing custom files/databases written by third party apps. A user can log on to iCloud.com and see all the iWork files that are synchronised with their iCloud account.
You're right, on the device there are plenty of APIs for syncing with iCloud. This bug report was specifically about making a web interface available. (Yes, I am an iOS developer btw.)
