Obviously, I am missing some step

You need to build the framework before you can build the app. It's not needed when you are inside Eclipse in development, but Ant requires that the framework exists in the file system. Yes, this is confusing a lot of people.

And don't forget to include the Project, User, Local, or System frameworks depending on where you put the framework if you embed your frameworks.
I believe WOLips Ant Tools/Install will place your framework in /Library/Frameworks by default.
