Here is something I discovered this morning.

1. I created a new workspace and imported my framework and app
2. I ran my app and made changes to the rules and they worked.

3. I imported my git repository into a working set and the rules updating 
promptly stopped working.

so, either there is something wrong with my method of importing working sets or 
something I haven't understood. I will keep plugging along and see if I can get 
this cleared up.
