I'm not sure you'd need to restart Apache if you could wait and start the WO processes at the right time. Or maybe you would, simply because if it starts too soon, as well.
I'm working on setting up a new deployment environment, and was going to work on fleshing out that skeleton code. I'll share it here when I have it finished.
