Seeing how many people touch the RuleModeler's code (i.e: few to none) and how 
often they do so (i.e: rarely to never), I would vote to _not_ have it on the 
App store.

Unless someone is in a position to offer to make the changes required to 
maintain all of the requirements to keep it there (signing, sandboxing, 
whatever is to come...).
