Take a look at https://github.com/kiberkli/WORemoteSiteConfig
It can turn off instances for a specific app on one specific instance node.

It's a separate app that you deploy anywhere and connect to a JavaMonitor on 
any other server (or the same server).  It can manage all your instances 
remotely. In other words it can totally hose your setup. Test this first!!!
