In this case try to stop them and start them with sudo. If that does not help, check if wotaskd starts with WOHost=localhost. You can check the latter with executing this in terminal - "ps auxw | grep java". You can set it in /path/to/wotaskd/Contents/Resources/Properties, if it's not there already. IIRC, wotaskd's WOHost should match Apache's ServerName.
