I agree that this can be problematic but weighting the probability that this 
had been adopted by anyone other than Ken against the added complexity of 
having two different load orders I exceptionally opted for the former one.

It's to define some special property files to override the ones you are 
normally using within your frameworks/applications. But before that patch this 
didn't work as those were loaded _before_ the "standard" property files and 
thus getting overwritten instead of the other way around.
