I've seen servers with missing or incomplete timezone files but unless you set the timezone yourself, are you certain of where the time has changed?
not your database? you are certain it is the server? date returns the wrong tz or different tz from the command line? I ask because dates are complicated and the troubles I've seen seem to be greatly varied in their root cause. got more information on the situation?
