Ken,

The workflow that has worked for us is to hire a designer, have them mock up 
the pages as plain html, then cut them into bits and "wo-ify" them.

I have a decent aesthetic sense, and good attention to detail, but would never 
consider myself a designer. I've found that nothing beats having a good design 
to start with.
