I'm running 3.7.20121016.38. I known of one case where it won't show up: if your workspace was created before the ERRest template was added, it won't show up. But it will show up if you do File -> New -> Other -> WOLips. To see it in File -> New, you need to Window -> Reset perspective. But if it's a new workspace, it should show up by default.
