Depending on the barcode symbology you need to generate, there are fonts 
available. For example, the Code39 symbology can be created using a freeware 
font (I don't know where to find it, just do a web search). If you need to 
generate graphics, you'll need to use a graphics library to render the fonts 
into a graphic file.

If the symbology is not available as a font, you'll need a library like 
Barcode4J (as recommended by Stéphan). There are several other libraries – some 
free, some commercial, Google is your friend – that support a huge number of 
symbologies.

About the reader/scanner: if you mean a hardware barcode scanner (handheld or 
fixed), most brands will just work with PCs and Macs, especially the corded 
ones. They behave like a keyboard (they're USB HID devices) attached to the 
computer, so they work with any software. I know that because I sell barcode 
readers here in Brazil.

I would recommend anything from Motorola Solutions or Honeywell. Choose an 
adequate model for the kind of environment and barcode symbology you need to 
read. Any reseller can help you with model selection.

If you need to read by software (capturing with a camera, for example), I 
really can't recommend anything.
