If someone has a bookmark or a cookie with the instance number in it, that will 
override Refuse New Sessions.

completely as expected.  But the Active Sessions count on the old instance 
isn't falling, it's _increasing_.  Should this be able to happen?  The only 
notable action in the old instance's log is a load of session restoration 
errors-it seems to get a lot of those, and I've been assuming it's a 
brain-damaged robot.  Surely session restoration errors don't bump the Active 
Sessions count, do they?  Any other possibilities here?  At the moment this 
instance looks like it will be immortal!
