Are you confusing WebSites with WebServices? You need to switch on WebSites, no need to activate WebServices! And of course you need the Apache 2.4 adaptor which is available from https://www.dropbox.com/s/zxdbp1wbfx4uyuc/mod_WebObjects.so?dl=0 (Benjamin Chew made it available).
