I have seen a similar problem after my Sierra update, because the update cleaned the /System folder of all WebObjects stuff, and my builds used the frameworks installed there.
I would suspect a wrong property somewhere. You could add the task <echoproperties/> to the init.properties target in your build.xml, to see which paths the build is really looking at. Ralf Am 5.
