Yep, the URL is wrong, because you haven't set WOFrameworksBaseURL:

You can manually change your CSS URL to this:

http://ec2-3-236-238-228.compute-1.amazonaws.com/WebObjects/MyApp.woa/Contents/Frameworks/ERModernDefaultSkin.framework/WebServerResources/default_login_page.css

and see this:
