API for turning dictionary into object?

Sorry to ask this again, but I can't find the answer someone sent me to this
question a few months ago.  Where is the API for turning e.g:

Entity.fspec:
{
    "Fetch Spec" = {
        class = EOFetchSpecification;
        entityName = Entity;
        fetchLimit = 0;
        isDeep = YES;
    };
}

into and object and back again?
