Wassim,
if You just want to create some courseware with basic interactity
(quizzes etc.), Dreamweaver Attain (maybe in combo with AUthorware and
Pathware) should address Your needs, although these solutions are more
expensive than WO/Edu. 

WO is great if You want to create Your own custom interactive web app -
but expect to put some coding in such a solution. I am just preparing a
beta test with a constructivistic learning environment running under WO,
and it took me about a year to implement it (ok, maybe I am just a slowhead...).

If You can think of it, You can probably do it with WO. If You find the
words DATABASE or Multi-User Interactivity on Your sketchboard often, WO
could be Your solution. If You focus on training with some communication
features maybe You should check out Web based training servers such as
Lotus LearningSpace, WBT, TopClass etc.
