reconnecting to Oracle

We're using WO 3.51 connecting to an Oracle database.  Anytime the database  
goes down, the next time the app tries to communicate with the database it  
fails throwing the exception "ORA-3113:end-of-file on communication channel"

How do you catch this condition and reconnect to the database?

Any help would be appreciated
