They changed their minds. Steve Jobs said "we got feedback that the
price was too high."
It's now $500, or $100 if you're in one of the (paying) developer
programs (though the license is a bit different - non-transferable -
and you don't get printed docs).
Speaking of which, for anyone buying Mac OS X Server for development
this is a way of getting into Apple's Select Developer program for
an effective cost of $100 ($500 dev program subscription [$90 if
you're a student] plus $100 for Mac OS X Server at the program member
cost).
