Of course, if someone has a need for something generic (like the meta  
refresh), someone else on the WebObjects development team will have already  
created a component to do that very thing. As is the case here...

WOMetaRefresh Component

The WOMetaRefresh component inserts a meta-refresh tag into your page. You can  
set the number of seconds before the page is refreshed and either a page to  
transition to or an action to perform after the delay.


WOMetaRefresh

Attribute                       Description
---------                               -----------
seconds                                 Number of seconds before the page is  
refreshed.
pageName                                Component to navigate to after the  
page is refreshed.
action                          Action method to invoke after the page is refreshed. 

WOMetaRefresh is a non-synchronizing component, please read the additional  
information provided on non-synchronizing components...

This brings me to my WebObjects lesson of the day: If you are coding something  
and think to yourself "this is totaly obvious, I wish there were some API for  
this..." There is.
