In my case it helped. See, even _localhost_ can affected by this issue. ALl I can tell that in my case there was the slow (sometimes exceeding time-out period) and by disabling NetBIOS and restarting Windows XP, it started working pretty fast.
You can always run WireShark and inspect the causes of this issue.
