i think webpy is a very easy to learn, easy to use, easy understand, pythonic, fast web framework. the only thing may confused you is its templator, which haven't been documented in cookbook enough. but every web framework has the similar problem, likes jstl, they are all need to learn. It's unfair that compare with php.
More than a little bit of patience, it will not let you disappointed.
