Being a lighttpd user, I do not know much about Apache and even less 
about its configuration. What I can tell you is how to determine if this 
is Apache- or web.py-specific: temporarily remove the entire CGI 
configuration altogether and try to access plain files with and without 
the .htaccess file. If you get the same behaviour, it is purely Apache 
related. If not, it could be web.py related or Apache + CGI related or both.
