I think this should be web.py's elevator pitch for web developers wanting to learn Python. (I believe there's already a quote similar to it on the webpy homepage) I haven't checked out TurboGears in ages, but how much does it actually force upon you? Last I knew it was just a bundling of libraries and sort of a "recipe." I guess this must have changed?
