The terminal window shows status after each request and there are no
differences between IE8, FF4 and Chrome:

127.0.0.1:4500 - - [23/Apr/2011 05:53:22] "HTTP/1.1 GET /" - 200 OK
127.0.0.1:4574 - - [23/Apr/2011 05:54:03] "HTTP/1.1 GET /" - 200 OK
127.0.0.1:4574 - - [23/Apr/2011 05:54:11] "HTTP/1.1 GET /" - 200 OK

IE8 sees the css file and displays the page correctly though I do have
to give it the full path to the folder in the link/href statement. The
Windows XP machine is configured out-of-the-box and not had any
Internet/web access problems before.

Btw, does the dev server log the requests to a file and if so where is
the location?
