It's an interesting option, but I need a higher frequency. And for webcron.org I would need no-ip/static ip/domain; things that I don't have on the development environment.
What I ended up doing(just for the development environment) is creating a page /chron which returns <meta http-equiv="refresh" content="20"> and calls the cron function.
